For website owners

Do you need a cookie banner on your website?

If your website uses Google Analytics, any advertising pixel, or most embedded tools, then yes, you almost certainly need a cookie banner. Here is the plain rule of thumb, and what a banner actually has to do to count.

The simple rule

If you set any non-essential cookies, and you have visitors in the UK or EU, you need to ask for consent before those cookies fire. Non-essential covers analytics (GA4), advertising (Google Ads, the Meta pixel), and many embeds like YouTube or chat widgets. If your site truly only uses strictly necessary cookies, you may not need a consent banner, but that is rarer than people think.

Who the rules apply to

It is about where your visitors are, not only where your business is. A UK or EU-facing site is covered by UK GDPR, PECR and the EU GDPR. Because most sites get at least some UK or EU traffic, most sites need to handle consent properly.

The mistake that makes a banner pointless

A huge number of banners are decorative: they show the message and set the Accept cookie, but the analytics and ad tags fire regardless of what the visitor clicks. That is the worst of both worlds, non-compliant and giving a false sense of safety. A banner only counts if declining genuinely blocks the non-essential tags, and accepting genuinely allows them.

Getting it right without going blind

The goal is a banner that is compliant and still lets you measure the people who consent, using Google’s Consent Mode so you even recover modelled data from those who decline. Compliance and good analytics are not a trade-off when it is set up properly.

We set up consent that satisfies the rules and keeps your analytics working, with Consent Mode done properly. The audit comes off any build.

Cookie banners: common questions

Does my website legally need a cookie banner?

If you set non-essential cookies such as analytics or advertising and have UK or EU visitors, yes. You must get consent before those cookies fire. Sites using only strictly necessary cookies may not need one, but that is uncommon.

Does Google Analytics require a cookie banner?

In the UK and EU, yes. GA4 sets analytics cookies that are non-essential, so you need consent before it runs, which in practice means a consent banner wired to control the tag.

Do I need a cookie banner if my business is outside the EU?

If you have visitors in the UK or EU, their laws still apply to those visitors. Since most sites receive some UK or EU traffic, most need to handle consent regardless of where the business is based.
