Why your Google Ads conversions are limited by consent
If Google Ads is warning that conversions are limited, or your EU conversions have quietly fallen, consent is usually the cause. Without Consent Mode wired up, every visitor who declines is a conversion Google Ads simply cannot record.
What is happening
In the EU and UK, a visitor who rejects cookies cannot be tracked the normal way, so the Google Ads tag does not record their conversion. If a big share of your traffic declines and you have no Consent Mode, your reported conversions drop and Google Ads loses the data it needs to optimise and bid.
Why it also hurts performance
It is not only a reporting gap. Smart Bidding learns from the conversions it sees. Feed it fewer, because consent-declined ones are invisible, and it optimises on a thinner, biased sample, so cost per conversion drifts up. This connects to needing Consent Mode to run Google Ads in the EU.
How to recover the conversions
- Implement Consent Mode v2 so that on a decline, the tag still sends anonymous, cookieless pings.
- Google uses those to model the conversions it cannot directly observe, recovering much of the lost volume.
- Layer on enhanced conversions for better matching of the consented ones.
Done right, you stay compliant and Smart Bidding gets a fuller picture again, instead of flying half-blind.
