How to track conversions without cookies

You can still track conversions well without relying on third-party cookies, you just use different foundations. Here is the practical order to adopt them and what each one buys you.

1. Get consent and modelling right first

Before anything clever, make sure Consent Mode is set up so the visitors who decline are modelled rather than lost. This is the cheapest, highest-impact step, because a blocking banner is usually the single biggest hole in a modern setup.

2. Lean on first-party data

Collect and use the data customers give you directly, with consent: email at checkout or signup, order details, CRM records. This is yours to use and does not depend on any cookie a browser might block.

3. Add enhanced conversions and the Conversions API

Use enhanced conversions for Google and the Conversions API for Meta to match that hashed first-party data back to the ad click. This recovers conversions the browser misses and feeds the ad platforms the signal they need to optimise, without third-party cookies.

4. Move key events server-side

Server-side tracking collects and sends your important events from a server you control rather than the browser, so they survive ad-blockers, iOS limits and short browser cookie lifetimes. It is the most robust foundation and usually the last piece to add once the others are in place.

What to expect

With these four in place you recover most of the measurement third-party cookies used to give you, and it keeps working through browser changes. You will not get perfect per-person cross-site tracking, but you will get reliable totals and strong optimisation signal, which is what actually drives better spend decisions.

Tracking without cookies: common questions

Can you track conversions without cookies?

Yes, using first-party data, enhanced conversions, the Conversions API, server-side tracking and Consent Mode modelling. These recover most of what third-party cookies provided and do not depend on the browser keeping those cookies.

What's the first step to cookieless conversion tracking?

Set up Consent Mode properly so declined visitors are modelled rather than lost. A blocking cookie banner is usually the single biggest hole, so it is the cheapest, highest-impact fix.

Is server-side tracking required to go cookieless?

It is the most robust foundation and usually the last piece to add, but you get a long way first with consent done right, first-party data, and enhanced conversions. Server-side makes the important events the most durable.
